If you want to supply Vinmonopolet, you must either be a wholesaler registered with the Directorate of Customs and Excise as liable for excise duty, or have a licence to produce alcoholic beverages.
A key element in Norwegian alcohol policy has been to remove the private profit motive from sales of wine, spirits and strong beer. As a result, Vinmonopolet is wholly owned by the state.
Vinmonopolet decides which products to launch in its “basic” and “one lot” ranges. Wholesalers decide which products are to be launched in the “to order”, “additional” and “test” ranges.
Vinmonopolet has had an exciting and engrossing history. Its creation, for instance, was virtually imposed on the Norwegian government by France in order to ensure stable distribution of wine to all parts of the country.
