Vinmonopolet has the exclusive right to retail wine, spirits and strong beer in Norway. The products are purchased through importers holding the required licence for import.

A key element in Norwegian alcohol policy has been to remove the private profit motive from sales of wine, spirits and strong beer. As a result, Vinmonopolet is wholly owned by the state.

History

Vinmonopolet has had an exciting and engrossing history. Its creation, for instance, was virtually imposed on the Norwegian government by France in order to ensure stable distribution of wine to all parts of the country.
